Found a little workaround. I use a Nostromo and as a result I can have each key macroed to spam ever X seconds while the key is held down. I used to have this macroed so it would spam every .05 seconds since that was the way to avoid carpel tunnel while maxing DPS in WoW. In TOR it appears that if you spam the key while your previous GCD was ending it gave a double GCD error. I changed the delay and set it to spam every .25 seconds while held down and changed my ability queue to .25 seconds. I notice that at times I delay my abilities and in the end lose a bit of DPS but I've drastically reduced the amount of double-GCDs I've gotten and overall it feels better. I still haven't found a workaround for the GCD randomly caused by off-GCD abilities like my interrupt and deadly saber. Both cause me to lose a lot of DPS in fights. When I'm interrupting it feels like I lose a GCD every ~10 seconds since half the time my interrupt triggers one. Hopefully they fix this.

If any melee is reading this I highly suggest you use the ability queue. Spamming keys seems to be extremely detrimental to DPS due to ability delay and GCD bugs. For casters it matters a lot less since the double-GCD bug only occurs when using instant casts. Spamming cast time abilities like Tracer Missile or Lightning Strike very rarely causes the bug.
